Click on their username - and click on send email, this will generate an email from the NMS admin account to the user, or if its in a thread you can click on the envelope icon on their post.
There's no true PM facility in snitz (the software that NMS runs on) but as Martin says, it is possible to send an email to the address that the member registered when joining the site.
and remember if you hit "reply" to an email from the site the default reply address is admin@newminiscotland.co.uk so you need to cut and paste the persons email address from the body of the emai!
