Lighter socket

Was using the lighter socket today for my GPS power supply. When taking the power supply out the inner silver bit and outer ring lifted up with it. Anyone know how this is held in place normally? Is it clips or something else holding it in the centre console area?

Anyone else had problems with this and managed to get it fixed?

I think there's a rivet at the bottom but I could be wrong
