I’m sure that you need the Media Pack or MINI Connected for it to work and it was an option not a standard feature.
When my R59 JCW was new, I bought it second hand, the Voice Control was an option costing £215 on top of the price of the Media Pack and MINI Connected !!!

Just because it has the button doesn’t mean it’s spec’d to the car

depending on the year of the car it may have some voice features without having the full voice option. You may be able to assign people in your phone book to voice dialling. Best way to check if it has any features is press the button when the radio is on and if it interrupts the radio sound then you may have some features. If it goes quiet then say the command 'read out phonebook' as that's a command that it would have if it had just the standard voice set up. (My 2008 R56 JCW Chilli pack had that)
