According to Wikipedia the quattro was introduced in 1980, the one in the show is on a 'V' plate which was Aug '79 to July '80 as for the left hand drive thing I'm sure the police would have had a conversion done :p

They like to tinker with things like that, ie all the Capri 2.8 kept crashing because they spec'd them without the alloys to save money, and the brakes would over heat.
